Signing of the Office of the President Employees’ Quality Service Incentive 12/16/2022

President Ferdinand R. Marcos Jr. witnesses the signing of the Collective Negotiation Agreement (CNA) Incentive between the Office of the President (OP) Management and the Office of the President Employees Network (OPEN) as it holds its Christmas party at the Mabini Grounds in Malacañan Palace on December 16, 2022.

The signatories are Executive Secretary Lucas P. Bersamin, representing the OP Management, and Office of the President Employees Network (OPEN) President Robert D. Mananquil.

As the duly recognized employees’ association in OP since 2014, the OPEN has been a partner of the OP Management in pursuing holistic development for its human resources, especially the rank-and-file member employees of the OP.

Based on pertinent laws, government employees’ associations enter into CNA with their respective agencies to show mutual respect and cooperation in advancing the rights of the human resources while maintaining the organization’s quality service delivery.

It was also in 2014 that the initial CNA between OPEN and OP was registered by the Civil Service Commission (CSC) and was further followed with the signing of two more CNAs in 2016 and in 2020.
