Labor Day HEMI - Part 1 (Ram P0016 - Low Power DIAG)

My neighbor is tired of driving his 2014 Ram 1500 Hemi V8 in LIMP MODE.
This truck can't get out of its own way, and is getting horrendous fuel mileage...like 8 MILES PER GALLON!

Codes set are the classic P0016 - Cam/Crank Correlation, and a P000B - VVT Cam Slow Response.

Let's eliminate the easy variables first, and see if we can get this truck running better without TEARING THE ENGINE APART at 113k miles...
