In the past decade partnership working between the Public Employment Service, contracted providers and other organisations has seen the emergence of new models of cooperation and collaboration in developed and developing countries. Countries with more established patterns of partnership working were better able to mobilise additional capacity and competences and more quickly respond to the labour market shocks induced by the pandemic. Employment service partnership working is challenging but it offers a means to harness and coordinate networks and resources and amplify the impacts of investments in labour market programmes. This session considers findings from comparative research into employment service partnership working in diverse countries, including India, Colombia and Saudi Arabia. It discusses how such partnerships can be coordinated, organised and implemented at national and local level to contribute to the delivery capacity needed in the post-pandemic recovery and to meet future labour market challenges. Dan Finn, Emeritus Professor, FIEP, is an international expert on the design and impact of public employment services and the delivery of programmes targeted at the long term unemployed. He has been an expert adviser for international bodies, including the World Bank, the European Commission and the International Labour Organisation, and for UK bodies including the NAO and House of Commons Work and Pensions Committee.
