In recognition the link between effective English as a Second Language (ESL) pathways and equitable student outcomes, AB 705 requires community colleges to maximize the probability that ESL students complete a transfer-level English course within three years of enrolling. PPIC researcher Daniel Payares-Montoya outlines findings from a new report on early implementation of AB 705 reforms—which began in fall 2021, during the COVID-19 pandemic—and discusses key takeaways with report coauthors Olga Rodriguez and Laura Hill.
