After the Fact: The Philippine Commission on Human Rights sees glaring red flags in the Duterte administration's war on drugs. The CHR took a closer look at more than 3,000 deaths that ocurred at the hands of the police from June 2016 to February last year. Based on its findings, only 11 out of 466 cases, or 2% of drug suspects, had survived after allegedly resisting arrest.
