Some positions are within the competitive class service and some are non-competitive or labor class. Competitive and non-competitive vacancies are posted as contractually required for the required number of days and, in general, university employees are considered first for vacancies.
If the university is unable to identify a qualified, internal candidate for a given position, we then accept applications from external applicants. Human Resources will be accepting applications for the Plant Utilities Assistant and Plant Utilities Engineer 1 positions on a continuous recruitment basis. The competitive class includes all positions for which it is practical to determine the merit and fitness of applicants by competitive civil service examination.
Most clerical positions fall within this class as do most support staff positions. Only those eligible for transfer, reinstatement or reachable on the appropriate civil service list may be considered to fill competitive class civil service vacancies.
If you have previous eligible service in a keyboarding title, the typing test is waived. If you are currently an SG Administrative Assistant 1, you may apply for a lateral transfer. This class includes those positions for which the State Civil Service Commission has determined that it is not practical to hold a competitive civil service examination. However, all must meet minimum qualifications. Positions in this group include "journeymen" level positions on the maintenance support staff such as carpenter, electrician or mechanic.
Appointment to higher salaried vacant positions are made on the basis of seniority. Labor class positions have no minimum educational or experience requirements.
University employees are given first consideration for these positions. Most New York State civil service examinations are held periodically, such as once a year. Some examinations are held on a continuous recruitment basis.
This means that applications are accepted continuously; qualified, applicants are tested on an as-needed basis and successful candidates' names are added to the eligible list continuously.
