A successful Victorian concreting company has been regularly hiring young Irish labourers in Australia on working holiday visas, and underbidding its competitors on a major public rail project. Michael Shanahan of Clifton Formwork.

Building industry records show the firm, one of three well-known Melbourne concrete formwork companies run by Irish expatriates, has hired about 40 carpenters and labourers on the project in the past year. Many are young Irishmen who appear to be in Australia on working holiday visas. Overseas citizens aged 18 to 30 from countries including Ireland are entitled to stay in Australia for up to a year, and work for up to six months with one employer.

They are also encouraged to work in regional Australia, and can get a second one-year working holiday visa if they work in rural areas for three months.

Clifton Formwork's co-director, Michael Shanahan, said on Monday that he was breaking no laws in hiring appropriately qualified builders, some of whom he conceded were on working holiday visas. The Fair Work Building and Construction inspectorate confirmed it had recently audited the company's pay system, and found no problems. Mr Shanahan declined to discuss how many of his workforce, which numbers about 60, were in Australia on working holiday visas. We don't discriminate against anybody,'' said Mr Shanahan, who did not return further calls on Tuesday.

But the Construction Forestry Mining and Energy Union said it was inappropriate for Clifton Formwork and companies like it to rely on a largely Irish workforce in Australia on working holiday visas. Mr Noonan said there was a tradition of Irish construction workers in Australia and employers were entitled to hire working holiday visa holders. There are a lot of locals who have applied for work on this project who have got all the skills and been unsuccessful. The Master Builders Association of Victoria's deputy executive director, Radley de Silva, said the union could not dictate who should be employed on building sites, including those run by Clifton Formwork.

Irish immigrants and backpackers have increased as Ireland's economy has collapsed.
